SDL Desktop Update 24.3.1 - Counter Payment Attachments

Counter payments can be used to track payments that are not associated with an application.  This update includes the ability to add attachments to counter payments.  You can also attachments to a template. This is beneficial if you have a file you need saved on all records created from that template.
