SDL Desktop Update 24.3.1 - Construction - Violation Abatement PIN code Signature

Users can now enable s PIN Code option to sign violation abatement letters.  The functionality of this PIN Code is similar to signing the violation, and the same user permission is needed to allow you to sign the violation.  The digital signature will also be added to the Satisfaction Report.
