Created new 2018 Fire Statutes import file

Fixed issue with previous violations transferring to a new reinspection from a reinspection that a new violation was issued

When adding a detector inspection it will now update the Inspector listed on the Detector request form

Added total payment amount to daily bank

Daily bank Fee total will not include fee from applications when a second payment is made. So the fee column may not add up to the total.  Also if one of the payments is made outside the date range the total paid will not match the total fee

Added History to Fire Investigations,  there will only be day forward entries though

Fixed issue on New Quick description if you chose the first statute in the list

Adjusted layout of Quick Description editor, move add, edit, delete button to top to stop confusion with OK button when selecting
