How does a resident submit a rental certificate application through the portal?
A rental certificate falls under the broader Certificate Registration request type in the portal.
1. Navigate to the Requests Page
The resident goes to their municipality's portal page and finds "Register for a Certificate License."
Account verification is required for certificate requests. If the resident isn't signed in, the portal prompts them to log in or create an account first. Phone/SMS verification may also be required if the municipality has configured it.
2. Details
- Certificate Type — a dropdown listing all available certificate types configured by the municipality (e.g., "Short Term Rental Certificate," "Certificate of Occupancy"), pulled dynamically from the municipality's Code Enforcement module.
- Applicant Role — Owner, Tenant, Buyer, Landlord, or None of these.
- Comments/Notes — optional free text.
- If payment is required (configurable per municipality), a fee estimate appears automatically based on the certificate type selected.
3. Location
- Search by address or click the interactive map to pin the property.
- The portal auto-fills Block, Lot, Qualifier, and Street Address from the map selection.
- For multi-unit properties, the resident selects or types in a unit number.
- Optional location name and location phone can also be provided.
4. Contact (Applicant Details)
Name, email, business name (optional), phone/mobile, and full mailing address. These pre-fill automatically if the resident is logged in.
5. Documents (if enabled)
If the municipality has enabled attachments for certificate requests, a Documents step appears with drag-and-drop upload. Some configurations require a minimum number of uploaded documents before allowing submission.
6. Review & Submit
- If payment is required, clicking "Submit Request" redirects to a secure third-party payment provider first.
- If no payment is required, the resident clicks "Submit Request" directly (a reCAPTCHA challenge may appear for non-logged-in users).
- Any previously saved draft can be deleted at this point.
7. After Submission
The resident sees an on-screen confirmation, receives a confirmation email, can print a confirmation, and — if logged in — can monitor status from their Account page. A municipal official will follow up if more information is needed.
