Why is the payment section not requiring an amount before submission?

This can happen for a few different reasons and usually needs to be looked at case by case:

• The payment section isn't marked as required on the form.
• The fee itself isn't set up correctly.
• The application doesn't have the underlying value (square footage, estimated cost, etc.) that the fee calculation depends on.

Check these three areas first before escalating — most instances of this trace back to one of them.
