How do I set the public visibility of attachments on a form submission?

Attachments and submission records in SDL Connect are not visible to the general public.

For an applicant looking at their own submissions, the picture is a little different: a citizen can see basic details (permit number, status, type, department) for any property, but can't open the record or view attachments unless it's their own submission — in which case they can see and open their own attachments. There's currently no setting to change this behavior in either direction.
