How can the requester specify a time of day for their inspection?

Applicants can select preferred dates but not a specific time of day by default. The workflow is:

• Applicants select up to 3 preferred dates after submission is approved.
• The inspector reviews the preferences and selects the final date — preferences are not auto-confirmed bookings.
• The inspector controls available days/hours, max inspections per day, and blocked dates on their end.

Exception: if the form uses an Appointment Scheduler field instead, applicants select from configurable time slots (with configurable duration, lunch break, and blocked dates) — this does allow time-of-day selection.
